Classification of Chemicals and Hazardous Substances
In Thailand, hazardous substances are classified under the Hazardous Substance Act B.E. 2535 (1992) into four categories to facilitate regulatory compliance and operational understanding among businesses and relevant authorities.
Type 1 of Chemicals and Hazardous Substances
Hazardous substances that pose relatively low risk compared to other categories.
- Registration is not required.
- Operators must report product information to authorities and comply with prescribed guidelines.
Type 2 of Chemicals and Hazardous Substances
Hazardous substances with higher risk levels than Type 1.
- Manufacturers, importers, exporters, or holders must register the substances.
- Notification to authorities is required prior to commencing operations.
Type 3 of Chemicals and Hazardous Substances
Hazardous substances with significantly higher risk levels than Types 1 and 2.
- Registration is mandatory.
- Operators must obtain official approval from authorities before conducting business activities.
Type 4 of Chemicals and Hazardous Substances
Hazardous substances with extremely high risk due to their inherent properties or usage characteristics, such as:
- Carcinogenic substances
- Mutagenic substances
- Reproductive toxicants
- Substances prohibited under international conventions
Production, importation, exportation, and possession of Type 4 substances are strictly prohibited by law.
