Having the appropriate documentation or certifications serves as evidence or a medium to streamline the export-import process, making it more convenient and efficient. One such important document is the Certificate of Origin (C/O), which serves as a communication medium between the exporter and the destination country, complying with regulations from various nations.
What is a Certificate of Origin and Why is It Important?
A Certificate of Origin (C/O) is a document that certifies that the goods being exported originated from a specific country and comply with the rules of origin regulations. This document is a result of trade barrier measures imposed by various countries and serves as proof that the goods were produced or exported from a particular country, making it easier for the destination country to assess and decide on the importation of those goods. In Thailand, the Department of Foreign Trade and the Ministry of Commerce are the authorities responsible for issuing Certificates of Origin.
Types of Certificates of Origin
Ordinary Certificate of Origin (Ordinary C/O) This document certifies the origin of the goods but does not provide any exemption or reduction in import duties. For example, if goods are made from fabric in Thailand, they would require this document for export to the destination country that requires certification of origin.
Preferential Certificate of Origin (Preferential C/O) This document is used for goods eligible for preferential tariff treatment, such as exemption or reduction in customs duties. Examples include:
Form A (Certificate of Origin Form A) Used for products that qualify for special tariff rates under the Generalized System of Preferences (GSP) of the United States, covering approximately 3,500 products across 119 countries.
Form FTA (Certificate of Origin Form FTA) Used for products that are eligible for special customs duties under Free Trade Agreements (FTA). Thailand currently has seven FTAs in effect, including with ASEAN, China, Australia, New Zealand, India, Japan, and ASEAN-Japan.
Form GSTP (Certificate of Origin Form GSTP) Used for goods eligible for preferential tariff treatment under the Global System of Trade Preferences (GSTP), covering approximately 915 products across 42 countries.
Form AISP (Certificate of Origin Form AISP) Used for goods imported into Thailand from Cambodia, Laos, Myanmar, or other new ASEAN member countries, offering preferential tariff treatment.
Required Documents for Certificate of Origin Application
Bill of Lading (B/L) or Air Waybill (AWB) Invoice: Should include the following - information:
- Invoice Number and Date
- in and Destination information
- Shipping Method (e.g., Sea Freight, Air Freight, Trucking Freight)
- Product Details (items, quantity, weight)
- Packing Marks
- Origin of Goods
